Austin's housing spans a wide range of eras, and rather than publish a percentage we have not sourced, the useful thing is the check itself.

One thing worth checking in any house here that might date from the window when aluminium branch wiring was used — cables installed from 1965 into the mid-1970s. The federal regulator's advice is to read the cable jacket, which is marked every few feet, and to read the whole marking, because copper-clad aluminium is a different thing again. What that means, and the two repairs the regulator rejects.

The other thing worth knowing before you plan anything: Austin lets an unlicensed homeowner do electrical trade work in their own principal residence under a homestead permit, subject to published conditions — but that permit expressly excludes work on the main electric service. So the most-searched job in this city, a panel or service upgrade, is precisely the one it cannot cover.

Who issues my permit in Austin?
The City of Austin Development Services Department. The utility is a separate approval, and for anything touching your service it comes first.
Can I pull my own permit here?
Possibly, under a homestead permit, if you hold a filed homestead exemption, it is your principal residence, and you have not taken one for another property in the previous twelve months. It cannot cover the main electric service.
