Who handles power and permits here

Electric service here is delivered by Oncor, and building permits and inspections are handled by City of Round Rock. Any work that changes your service — a panel upgrade, a new meter, a heavier feed — involves both of them, in that order.

What Oncor owns, and what your retailer does

The city's own guidance is blunt about it: Oncor delivers the electricity, and residents choose which service provider bills them. Those are two separate companies doing two separate jobs, and only one of them matters to an electrician.

Your retail provider bills you. Oncor owns the poles, the wires and the meter. Switching retailer changes the name on your bill and nothing about the physical service. So when a job involves the service — a new or upgraded feed, a meter change, a temporary supply — the coordination is with Oncor regardless of who you buy electricity from.

This also means the Austin Energy material elsewhere on this site does not describe your process: the city-owned utility a few miles south runs its own application and has no retail choice at all. Ask an electrician quoting a service change here which utility's process they are working to.

One thing worth checking in any house here that might date from the window when aluminium branch wiring was used — cables installed from 1965 into the mid-1970s. The federal regulator's advice is to read the cable jacket, which is marked every few feet, and to read the whole marking, because copper-clad aluminium is a different thing again. What that means, and the two repairs the regulator rejects.
